Second time is the charm for dog-owner Gordy Jamison, who received a citation for this occurrence. This is the second time his dog, a mixed Chow, has bitten a child. You would think he would learn after paying for a leash law violation and having his pooch quarantined for 10 days after the first instance. Hopefully he'll be quarantined after the second.
